Long before flood maps and building codes, communities living beside rivers, deltas, lakes, and coasts developed architecture that expected water. Their answers fall into a few recurring strategies — get above the water, float on it, retreat behind earthworks, or build so that getting wet does little harm — and those same strategies underpin today's most advanced flood-resilient design. - Defend — hold water back with mounds, dikes, and drainage systems, managed collectively.
- Accept — use materials and layouts that tolerate inundation: ground floors that can flood harmlessly, walls that dry out, valuables stored high.
The most resilient cultures typically combined them — elevation for the house, defense for the fields, acceptance for the ground level — a layered logic modern planners now call "living with water."
Stilt Houses of Southeast Asia
Across Thailand, Cambodia, Vietnam, Laos, Myanmar, Malaysia, Indonesia, and the Philippines, the traditional house stands on posts. Raising the floor — often the height of a full story — keeps living space above monsoon floods and river surges, but the design earns its keep year-round: the shaded space beneath serves as workspace, animal shelter, and storage; elevation improves ventilation in humid heat and adds distance from ground moisture, insects, and animals. Construction is typically timber or bamboo post-and-beam, lightweight and somewhat flexible, with steep thatched or tiled roofs shedding heavy rain. Villages such as those around Cambodia's Tonlé Sap lake take the idea to extremes, with houses on very tall stilts standing over land that spends part of every year underwater, since the lake expands dramatically each monsoon season.
Notably, the stilt house is a global convergence, not a single invention: raised dwellings appear in the Amazon basin, in West African river deltas, in Melanesia and Papua New Guinea's lake and lagoon settlements, and in historic lake villages of Europe — separate cultures reaching the same structural answer.
Floating Architecture
Where water never fully retreats, communities built on it. Famous traditions include the floating villages of Tonlé Sap in Cambodia, house-rafts and floating markets of Vietnam's Mekong Delta, and the reed-island settlements of the Uros people on Lake Titicaca, who construct entire inhabited islands from layered totora reeds and renew them continually as the reeds decay. In Iraq's southern marshes, the Marsh Arabs (Maʿdān) built elegant arched reed halls called mudhif on islands of piled reeds — an architecture of a wetland world, with construction methods believed to be many centuries old. In Peru and Bolivia, Cambodia, and Vietnam alike, the floating strategy's genius is the same: a structure that rides the water level can never be flooded in the ordinary sense.
Amphibious variations exist too: houses built on buoyant platforms loosely tethered to posts, sitting on the ground in dry seasons and floating in wet ones — a vernacular idea that, as we will see, has become one of the most direct traditional-to-modern transfers in flood design.
Raised Granaries: Protecting the Harvest
Flood resilience was never only about houses — losing the food store could be deadlier than losing the dwelling. Cultures worldwide built granaries as small elevated buildings on posts, usually with smooth cap-stones or disks atop the posts to stop rodents, and with better ventilation than any ground-level store. Well-known examples include the hórreo granaries of Galicia and Asturias in northern Spain, raised on stone pillars with flat staddle stones; the similar staddle-stone barns of Britain; the elegant curved-roof rice barns of Indonesia (such as those of the Toraja and Minangkabau); Japan's historic raised-floor storehouses, a form famously preserved at ancient shrine architecture; and mud-built raised granaries across the West African Sahel. The granary tradition shows the "elevate" strategy at its most distilled: keep the irreplaceable dry, ventilated, and out of reach.
The Dutch Vernacular: Mounds, Dikes, and Polders
The Low Countries turned flood adaptation into a national project. Its oldest layer is the terp (also wierde) — artificial dwelling mounds raised from earth and refuse in the coastal north beginning well over two thousand years ago, on which farms, villages, and churches stood above storm surges for centuries before large-scale dikes existed. Hundreds of terp villages survive in the northern Netherlands and northern Germany (where they are called Warften), their churches still crowning the high ground.
From the medieval period onward, communities organized to build dikes and drain land, creating polders — tracts of low land enclosed by embankments and kept dry by continuous pumping, historically powered by the iconic drainage windmills. Crucially, this was as much social technology as engineering: regional water boards (waterschappen), among the oldest democratic institutions in the Netherlands, taxed and organized landowners to maintain shared defenses. Dutch vernacular building adapted in parallel — farmhouses sited on mounds or dike crests, and canal-side urban houses built on timber piles driven deep into soft ground. After devastating twentieth-century floods, the Netherlands doubled down with modern storm-surge barriers, and more recently pivoted toward "Room for the River" strategies that deliberately give floodwater safe places to go — a return, at national scale, to the old logic of living with water rather than only fighting it.

Contemporary flood-resilient architecture reads like a catalog of these traditions, translated into engineered materials and codes:
- Elevation as regulation. Modern floodplain rules requiring living floors above the design flood level — often with open pile or column foundations that let water pass — are the stilt house formalized. Post-disaster rebuilding in coastal zones increasingly defaults to elevated construction.
- Wet floodproofing. Ground levels designed to flood harmlessly — flood vents, water-tolerant materials like masonry and concrete, utilities raised high — echo the traditional acceptance strategy of stilt-house undercrofts.
- Amphibious and floating housing. Architects and engineers have developed amphibious foundations (buoyant bases guided by vertical posts) and fully floating neighborhoods, most visibly in the Netherlands, directly extending vernacular floating and raft traditions.
